OCSA is helping community support organizations across the province keep vulnerable seniors and at-risk people living with disabilities safe during the COVID-19 crisis.


  • Safe rides to vaccination sites: The Accessible Drive-to-Vaccines Program funds drives to vaccination sites for people with a disability or mobility issue who have limited or no access to safe transportation.


  • Delivery of meals and essentials: Since April 2020, the Ontario Community Support Program has funded over 2 million deliveries, helping over 81,000 low-income seniors and people with disabilities to isolate safely at home during the pandemic.

How to Access Services

We’re coordinating and subsidizing services to help vulnerable seniors and people with disabilities who need support to stay safe during COVID-19. 

If you lack family or community connections, we can help arrange delivery of meals, medicines and other necessities, and provide safe door-to-door rides to vaccination sites.

About Our COVID-19 Response


OCSA is leading two government programs to coordinate and subsidize services to help vulnerable seniors and people with disabilities who need support to stay safe during COVID-19. 
  • The Accessible Drive-to-Vaccines Program funds rides to vaccination sites for vulnerable people with a disability or mobility issue who have limited or no access to transportation.
  • The Ontario Community Support Program coordinates and subsidizes deliveries of meals, groceries, medicines and other necessities through Meals on Wheels and other Community Support organizations to help vulnerable seniors and people with disabilities stay safe at home during the pandemic.

Who We're Helping

OCSA is leading two Ontario government programs to coordinate and subsidize services to help vulnerable seniors and people with disabilities who need support to stay safe during COVID-19. 

The Accessible Drive-to-Vaccines Program provides rides to vaccination sites for people who have:
  • A vaccine appointment booked for the date they are requesting transportation;  
  • A disability, including seniors with mobility, vision, or hearing impairment; and 
  • Limited or no access to safe and accessible transportation or face barriers to getting to/from a COVID-19 vaccine appointment. 
The Ontario Community Support Program coordinates and subsidizes deliveries of meals, groceries, medicines and other necessities for:  
  • Seniors and people living with disabilities who are:
  • Low income
  • Socially isolated (with no close family or neighbours)
  • Have limited or no transportation options
  • Unable to perform activities of daily living (e.g. grocery shop) without help

If you have resources or capacity to contribute, such as transportation, refrigeration capacity, volunteers, or PPE, please connect directly with your local Community Support organizations.

OCSP Program Impact

The Ontario Community Support Program (OCSP) has been extended to March 31, 2023.   

Since its launch in April 2020, the program has funded over 2 million deliveries of meals, medicines, and other essentials, keeping over 81,000 vulnerable seniors and people with disabilities safely and independently at home. 

The report Lessons Learned from the Ontario Community Support Program & Considerations for the Future builds on previous insights about some of the challenges CSS organizations faced from April 2020 to March 2022, and highlights the sector’s resilience, growth, creativity, and collaboration.

This report is an opportunity to reflect on and celebrate the tremendous work done by our sector over the course of the pandemic. Whether you deliver food and other essentials or not, you will likely resonate with both the lessons, challenges, and victories outlined in this report.
