The Missing Middle for Seniors: Scaling Enhanced Assisted Living for Ontario

Eric Mariglia, WoodGreen
Patrick Boily, OCSA
Shawn Chirrey or Lisa Levin, AdvantAge Ontario

Session Description

As Ontario's population ages, growing numbers of seniors find themselves caught in the "middle" with no options for housing and supportive care, requiring more support than traditional home care can provide, but not yet needing long-term care. How can the health and community care sector better meet the needs of this overlooked population while supporting independence, quality of life, and system sustainability?

This session will explore the findings of the newly released policy paper, Enhanced Assisted Living Expansion in Ontario, developed through a partnership between WoodGreen Community Services, AdvantAge Ontario, and OCSA. Presenters will examine existing Enhanced Assisted Living (EAL) models across the province, highlighting how integrated housing and care solutions help seniors remain safely in their communities while reducing caregiver strain and pressure on the broader health system. Participants will also explore key policy, funding, and implementation recommendations outlined in the report, as well as opportunities to scale these models across Ontario.

Designed for community care leaders, housing providers, assisted living organizations, and policy-makers, this session will provide practical insights, access to the policy paper, and actionable ideas for advancing innovative housing and care solutions for Ontario's aging population.
